New utility from Bruce: Resolve xml includes in sctroddaq-generated config files, Eg:
$SCT_DAQ_ROOT/sctConf/unIncludeXml -f /work/srsctdaq1/configArchive_7039_end.xml -d /work/srsctdaq1/tmp -s $SCT_DAQ_ROOT/sctConf/includeSchema.xml
This creates a top-level file and a file for each crate and module, and the required xinclude href elements to put them back together.
